Looks like Mayor Lovely Warren is into recycling.
Carlos Carballada was appointed deputy mayor this afternoon. He starts in June.
Carballada was touted by Mayor Warren as having experience in city government.
That's true enough.
He was a fixture in the Doofus and Richards administrations.
Toilet bowls are also referred to as "fixtures."
He was acting mayor from January to April 2011, during the succession crisis and special election that year.
Carballada is also a publicly acknowledged perjurer. That has never been a hindrance in politics.
He was also the commissioner for neighborhood and business development, overseeing the continuing decay of Rochester.
Good choice, Mayor Warren.

All politicians and their hangers on gorge at the public trough.
David Andreatta has provided us with yet another well-written, reasonably well-balanced commentary about the incestuous nature of political appointments in the Rochester area.
While he is employed by the local liberal newsrag, the D&C, Andreatta pulls no punches, letting both the Republicans and the Demagogues get it right between the eyes.
It is doubtful that his commentary earned him any brownie points with the editorial staff of the D&C, whose bleeding heart liberal agenda generally makes them look ridiculous and has lost the respect of any thinking individuals who follow their exploits.
Andreatta's article, "Maggie Brooks' long quaff at the public trough," should be read in full.

Outgoing County Executive Maggie Brooks was recently hired by RTS ( the Regional Transit Service ) as their vice-president of strategic initiatives. The job was created out of thin air for her a few weeks ago.
At RTS, she will be joining several of her nearest and dearest who were also associated with her in the county legislature: Scott Adair, Daniel DeLaus Jr. and Justin Feasel. Feasel, Brooks' spokesman, was hired in the last few days, too.
RTS has been under Republican control for years.
Let us not forget that Mr. Maggie Brooks ( Bob Wiesner ) was also appointed to the Monroe County Water Authority some time back, another agency under Republican control. That was before he got his ass busted in a bidding and price fixing scam, which is still in the courts.
Before Demagogues get their knickers in a twist about this, Andreatta also pointed out that they are not without sin, either.
Mayor Lovely Warren appointed her Uncle Reggie to a position at City Hall that never existed before. He left when public outcry over his speeding got to be too much for her to handle. Uncle Reggie currently works for RTS.
Hmmm,
Mayor Warren also appointed plenty of her political cronies to newly created or resurrected jobs at City Hall. If no worse, she is certainly no better than Maggie Brooks in that respect.
Former MCDC chairman, Joe Morelle pere appointed Joe Morelle fils to fill a vacancy in the county legislature. The family that preys together stays together.
However, Andreatta failed to mention how ex police chief, ex mayor and ex lieutenant governor Bob Doofus got himself appointed to head the RBA ( Rochester Business Alliance ) through his shady connections, while double or triple dipping on his six figure pensions.
And let us not forget that expensive Demagogic kept woman, the notorious Molly Clifford. The Doofus and Richards administrations kept on creating jobs for her that she was unqualified for.
I am certain that a lack of space prevented Andreatta from mentioning those and other instances of Demagogic malfeasance.
What is clear that most politicians of both parties see elected office as a way of feathering their own nests. When out of office they hope to use their connections to continue to feed off of the public like ghouls or vampires.
Or swine.

You can blame the Democrats for the downtown transit center.
For years, youth violence has been a regular occurrence at the bus transfer site on Main Street.
There has been no real outrage about youth violence downtown, apart from the local media using it as filler between their weather and sports segments.
Most Rochesterians have come to accept that as a normal, if ugly, fact of life.
It is one of our blood sports.
True, it might bother a few business people when they are trying to peddle downtown Rochester to outside developers.
However, we have been assured by City Hall that downtown Rochester is coming along just nicely.
They are among the morons who somehow believed moving the transfer site to a new Transit Center just around the corner would curtail the violence on Main Street.
It worked. On Main Street.
Youth violence is now concentrated at the new Transit Center, 500 feet away, on Clinton Avenue.
The police, RTS, the school board and the superintendent of schools are all merrily pointing fingers at each other.
The Democrats are to blame.
Republican Maggie Brooks' vision of Renaissance Square featured a bus terminal at the current location.
It was shot down by the Democrats only because Brooks was a Republican, not because it was a stupid plan.
It was stupid.
Within a year, Rochester Mayor Bob Doofus requested a transit center on the same site. Since Doofus was a Democrat, the Democrats who own City Council gladly obliged him.
If Doofus had still been a Republican, it is doubtful that they would have acceded to his wishes.
That is the truth of the matter.
The transit center opened last November, entertaining other passengers with youth violence and regular stabbings ever since.
You can thank the assholes on City Council for that.
With the exception of Mike Patterson, who hadn't been appointed to it yet; and Carolee Conklin, who said it was a 19th century solution to a 21st century problem.
The new transit center: the Democrats' gift to downtown redevelopment and to emergency wards at every nearby hospital.

Hitting rock bottom.
The figures have come in and the verdict is out.
After forty years of Democratic misrule, Rochester, New York, is now the poorest city of its size in the entire US of A.
Coupled with the fact that we have the worst school system in New York State and one of the worst in the country, we are clearly up Shit Creek without a paddle.
This is one thing you can't pin on the Warren Administration.
Truly, Warren Administration has enough mortal sins and fatal flaws in its makeup to answer for, but they inherited this mess from previous incompetent and inept mayors.
The downward slide in Rochester's fortunes goes back more than twenty years, to the Johnson Administration.
This subject has been covered in depth elsewhere, so only a brief summation will be offered here.
Rochester's prosperity was based on heavy industry. The change in technology resulted in heavy industry being discontinued, with tens of thousands of jobs in those areas being eliminated.
The precipitous decline of Kodak, Rochester's sacred cow and largest employer, and the ripple effect it was producing was evident during the 1990s.
The Johnson Administration, a less than creative bunch, chose to ignore it and concentrate on enjoying themselves. It was more fun to have fun than come up with any definite plans for Rochester's future.
Mayor Johnson himself was concerned with creating his legacy, which has proved disastrous, and amassing a fortune, at which he was much more successful.
It also raised the spectre of racism here.
Critics of the Johnson Administration were branded as racists, which helped muffle his opponents in the city, at least.
After twelve years, Johnson was succeeded as mayor by his endorsed candidate Bob Duffy.
Duffy promptly double-crossed Johnson on the subject of political appointments and began to dismantle Johnson's ill-devised memorials to himself.
Rochester's economic decline was clearly evident then. Rochester was making the national poverty and poor school performance lists.
Duffy substituted his height and folksy charm for policy, which accomplished nothing for Rochester, but it convinced him that he was in way over his head and beyond his capabilities.
He fled for Albany at the first opportunity, where his ineptitude was so conspicuous that he did not seek to remain on Andrew Cuomo's ticket in 2014.
Duffy's hand-picked successor, Tom Richards, was a willow the wisp. Labeled as a "progressive," he was no such thing. Rochester's fortunes continued to decline ( Duffy proved to be of no help in Albany whatsoever ) because he inherited Duffy's do nothing administration.
The few jobs he created did not counter the massive job losses that continued to occur in Rochester because even he had no clear-cut program to grow business here.
Rochester continued to decline during Richards' brief tenure as mayor, and he was ousted in 2013.
That's where Lovely Warren comes in. She inherited more than twenty years of neglect.
While her administration hasn't accomplished anything visibly beneficial yet, and it has been barely a year since she took office, she, personally, has her share of blame to bear for the sad state of Rochester. She was in city government for 6 years before becoming mayor, as a city councilor and then city council president.
They came up with nothing to turn the city around, and have no sense of shame about anything.
The big question is, is it too late to turn the city around? Especially a city that has been neglected for decades and where the only evident policies are political correctness and reverse racism?
